The Town Clerk would work closely with the Board of Commissioner, Manager and Directors creating agendas, minutes and managing advisory board appointments among other things.
The position is under the supervision of the Mayor and Board of Commissioners, performs responsible administrative work in the maintenance of official municipal records of the Town; performance of all clerk duties as required by law; performs related work as required and requested.
This position requires attendance at all Board meetings including Board of Commissioners, Planning Board, Joint Public Hearings, Tree Board, Parks & Recreation Board and Board of Adjustment.
Detailed Work Activities Duties and Task Administrative Assistant to the Mayor and Board of Commissioners and assists in all areas to include but not limited to correspondences, travel, and events.
Serves as official clerk for the Town Board, Planning Board, Tree Board, Parks & Recreation Advisory Board, TRC Board and Board of Adjustment.
Works closely with staff liaison and Board members; prepares all of the above listed boards meeting agendas and related materials; attends meetings of elected and appointed Boards, drafts minutes for Board approval and answers inquiries regarding Board actions.
Works closely with the Town Manager and other staff members on the preparation of agendas and other tasks as necessary.
Signs, certifies and preserves all town minutes, ordinances, resolutions, contracts, agreements, reports and other documents and maintains files of town documents.
Administers oaths of office as needed.
Serves as custodian of the official seal and public records including originals of all contracts, agreements, deeds, and other public records.
Prepares and publishes legal notices as required by local and state law as required for all Town Departments.
Maintains index and cross-index of ordinances and resolutions for ease of reference and control with the use of document imaging.
Manages calendars for elected officials.
Responds to correspondence/questions received by Town Clerk's office or refers to appropriate department.
Coordinates all board appointments.
Coordinates publication of Town Code and Charter and supplements thereto, handles all correspondence with the publisher, furnishes statutory ordinances and charter amendments, local acts, etc.
; coordinates distribution of code and supplements to Town officials and appropriate boards and staff.
Responsible for questions and activities in connection with open meeting law.
Coordinates the microfilming of Town records with the State Division of Archives and History, as well as Laserfische copies of the same.
Responsible for records room and disposal of documents according to the NC Record and Retention Schedule.
Oversees Budget for the Governing Board.
Coordinates with Communications for social media posts that are related to the Board; ensures that all meetings are recorded and live streamed and equipment in the Council Chambers is operating properly and updated, as necessary.
Performs other duties as required.

) Qualifications Physical Requirements Must be able to physically perform the basic life operational functions of climbing, kneeling, walking, standing, fingering, grasping, talking (expressing or exchanging ideas by means of spoken words), hearing (perceiving nature of sounds by ear), and perform repetitive motions.
Must be able to exert up to 30 pounds of force occasionally, up to 20 pounds frequently and 10 pounds of force constantly to lift objects.
Requires visual acuity to include close and distant vision, the ability to see various colors, depth perception and ability to adjust focus.
Hearing is required to perceive information at normal spoken word levels either in person or over the phone.
Must possess the auditory ability to perceive information at normal spoken word levels.
Vocal communication is required for expressing or exchanging ideas by the means of the spoken word.
Desirable Education and Experience Graduation from an accredited college or university with a Bachelor's degree in Business, Political Science, Communication, English or similar field, preferred.
Associates degree in business or related field required.
Three years' experience in municipal administration or office management required.
An equivalent combination of education and training could be considered.
Advanced courses and seminars from colleges and universities as well as, the School of Government related to Town Clerk and municipal functions and activities.
Certification as a CMC (certified municipal clerk), NCCMC (North Carolina certified municipal clerk) preferred or the ability to obtain within 2 years of hire.
Notary or the ability to become a notary within six months of hire.
Valid NC Driver's License Knowledge, Skills and Abilities Considerable knowledge of the organization and functions of municipal government.
Considerable knowledge of state and local statutes pertaining to municipal proceedings.
Ability to establish and maintain an effective office operation including operating office equipment, computers and necessary computer programs to perform tasks required.
Ability to establish and maintain effective working relationships with the Board Members, Town Staff, various governmental and private entities and the general public.

Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
